Abstrak

Supervisi klinis memiliki peran penting dalam menjamin mutu pendidikan Program Pendidikan Dokter Spesialis (PPDS), terutama di lingkungan berisiko tinggi seperti Instalasi Gawat Darurat (IGD). RS X Medan menerapkan kebijakan pembatasan keterlibatan PPDS level 1 sebagai langkah untuk meningkatkan keselamatan pasien dan menjaga efisiensi pelayanan. Penelitian ini bertujuan menganalisis pelaksanaan supervisi klinis dalam kebijakan tersebut menggunakan pendekatan kualitatif melalui wawancara, observasi, dan telaah dokumen dengan informan yang dipilih secara purposive. Hasil penelitian menunjukkan bahwa kebijakan ini mampu menurunkan risiko kesalahan tindakan serta memperbaiki koordinasi layanan, namun mengurangi kesempatan PPDS level 1 memperoleh pengalaman klinis langsung dan meningkatkan beban supervisi bagi PPDS level 2 dan DPJP. Implementasi kebijakan didukung oleh komitmen manajemen serta budaya keselamatan, tetapi terkendala keterbatasan jumlah pembimbing dan belum optimalnya sistem rotasi pendidikan. Penelitian menyimpulkan bahwa kebijakan efektif dalam meningkatkan keselamatan pasien, namun membutuhkan penguatan strategi supervisi dan model pembelajaran alternatif untuk menjaga keberlanjutan kompetensi PPDS level 1.
